Quetta Assessment December 2010

By an international company on the utilities market, Vesper was asked to assess the feasibility of operating in the city of Quetta in the Pakistani province of Baluchistan. Vesper used its own operative personnel in Pakistan with experience from the city and area to assess the situation on the ground and its Analyses and Assessments branch to collect, edit and assess open sources intelligence on the matter. The collective efforts of Vesper’s different branches were hence married together, swiftly providing the potential customer with a valid and reliable introductory study on the matter at hand.

Executive Brief

  • Safety and security conditions in and around the city of Quetta are volatile. No signs of improvement are presently registered. A significant number of security related incidents, some serious, have occurred in Quetta during the year. 
  • In spite of the gloomy outlook, the project at hand is feasible, but a detailed risk and threat assessment must be carried out before a project plan and cost estimate can be delivered. As of now, the client’s project leader must be involved in further planning.
  • Well defined information must be produced as to staff travels and living conditions, the exact localization of the planned plant, exactly who the company´s counterpart is, what dispositions might be initiated in case of emergency (attack or threat to that end), and what other parameters should guide the operation. Issues pertaining to evacuation plans and temporal conditions surrounding the project must be thoroughly vetted and discussed.
